Making Capital Markets Work for High Impact Issuers

Summary

The working session will bring together more than 40 participants from across Kenya’s capital markets to explore how to make local capital markets more accessible to smaller, repeatable and high-impact issuers. The discussion will focus on practical ways to reduce issuance costs, strengthen issuer readiness, build investor confidence and use guarantees, standardisation and catalytic capital to unlock greater domestic investment.

Details

The session examines three key questions: which issuer types and issuance lanes are most practical for repeatable, smaller-ticket transactions; what costs can be reduced, shared or standardised; and what minimum conditions are needed for issuer readiness and investor comfort. Discussions focus on the potential of framework guarantees, enhanced disclosure and technical assistance, and catalytic capital to create a more repeatable issuance model, particularly for NBFIs and SME lenders. The session also explores how Dhamana’s guarantees provide credit enhancement while recognising that investor confidence, governance, financial discipline and issuer readiness need to be built alongside the guarantee. The proposed way forward includes piloting a standardised framework for three to four vetted NBFIs, developing shared diligence and readiness support, and building greater market confidence through visible guarantee performance and transparent reporting.
